Fan problem !! help...

Wasnt sure were to post this, but i recently added some fans to my case (500R)
I have akasa apaches, and i have them all on the 3 fan headers on my Z77X-D3H. The problem is, all are running fine except sys_fan1. When i start the pc they all fly at full revs, but then when i get into windows they all slow a touch and stay at roughly 90% of there advertised speeds until it gets hot then the bios boots them up to 100% when it gets hot which is how i set it up. The problem is Sys_fan1 just wont move once in windows, i actually flicked it with my finger and it moves at 200rpm and stays at that, but it wont actually move unless i do the little flick. you can see in the pic the rpms of all my fans.

Any ideas how to get it at max rpm?
 
I googled it, Basically you go into pc health in bios, under 1st/2nd/3rd fan control, you can choose between Auto, silent, pwm and disabled. Auto lets the system choose speed depending on temps. Higher temps = higher fan speed, but the 3rd fan sat idle at 200rpm with that setting. So i chose to diasble. Booted to windows and voila, 3 apaches all at 1300 rpm. Well chuffed now as it was really getting on my nipples trying to figure out how to get that 3 rd fan going.
