Vipers are only ultra quiet at their minimum rotational speed. 1900rpm is noisy on any fan. Still if they are PWM and your system is adequately cooled you should never see more than about 900-1000 rpm.
There's a few extra bits of electronics required for a PWM fan so I'm surprised the GTs aren't marketed as PWM fans. PWM makes sense with high speeds you can generally get them to go slower than straight DC as the torque of 12v helps to overcome low speed inertia.
Noctua fans are ace. Still using both my 4 year old 3 pinners, on one of my PWM converters of course. Expensive though.

. Hopefully from what I have read the carbide case provides good airflow, thus the fans shouldn't be running very high unless i strain the CPU.
