i have a sapphire radeon HD 4630 ?? not 100% sure on the model. bought it from ocuk

the stock cooler on my video card when playing games randomly spins up to 100% for a few secconds then spins back down to w/e speed it was before,

now case cooling is VERY good, so its not its getting too hot, or it would stay at 100% right? it only seems to do it during games, about every 30 min - 1 hour

is it normal? am i panicing over nothing?

lmao. It is just doing what fans do, cooling stuff down. Your case might be cool but it is the fan on the gfx card that cools the gfx card, not your case fans.

Might be worth downloading a program that someone might recommend that will show you the temperature. But if it is anything like my 4850 then they run pretty hot anyway. Especially as it only happens in games for a tiny period, i really wouldn't worry about it.

It only needs to be half a degree for the fan to go up, almost instantly go back down and fan goes back down. Perhaps if your room was 1 degree hotter the fan would stay on longer.

It is doing what it is designed to do - cooling itself. Case cooling is irrelivant. Nothing to worry about.
