Fan speed discrepancies

With my sharkoon silent eagle 2000 rated at max 2000rpm, I only get up to 1800rpm. Today I switched it with an ac ryan also rated at 2000rpm and it only goes up to 1666rpm. Is there a speed threshold on the cpu fan header and would I achieve full rated speeds connected to molex, ie, via my fan controller? Also, is there a program to monitor what rpm my fans are spinning at via molex to psu connection? I can only see fan rpm speeds using HW monitor with the fans which are connected directly to motherboard headers.
 
Try checking with Speedfan and see if they give the same, if it's anything like temperature and voltages though you could get a hundred different results for a hundred different pieces of software. I get different speeds using different software and they can vary large amounts so possibly just a monitoring problem.
 
I checked speedfan and it monitors just the same two fans as I see in HW monitor, and both programs show the same rpm. I disabled cool n quiet in bios but that doesn't increase the speeds. The only way I can increase the speed is with easytune by disabling smartfan which brings it up to a maximum of 1700rpm. However, smartfan does automatically increase the fan speed according to cpu temp and with orthos running small fft's, the fan only went up to 1200rpm, so I suppose it doesn't really matter anyway. I just wanna see my fan go to 2000rpm for the sake of it, to see if it can do what it says on the tin :p

So anyway, would connecting to the psu via molex make it run at full speed and would there be a way to see what the rpm is? Also, would a system fan header make a fan spin faster than the cpu fan header?
