Fan speed drop using controllers

I want to use a multiple fan speed controller on my new build am wondering if there are any that don't lose much speed on maximum when using non PWM fans?

In the past I've used 1200 RPM fans each with a Fan Mate 2 and in that case the speed can be varied up to about 1100 RPM. In the new build I want them all controlled by one controller and may want a couple of fans to run nearer to 1200 RPM (1300 if using NF-P12) and if all controllers lose about the same then I'll need to get 1500/1600 RPM fans instead.

I would be grateful for any information about which controllers are good or bad in this respect.
 
I always assumed the controllers just send the fan a different amount of voltage dependant in how much you turn the corresponding knob? Full voltage means full speed fan?
Is that not the case then?

I just bought myself a Scythe KazeQ & it seems to be doing s good job. Not sure how fast it's spinning the fans but you can get some decent airflow out of them & it definitely whacks up the db a lot more than the fan controller on the mobo used to so I imagine it's doing an ok job.

I've seen reviews of some controllers that mention not getting full voltage on maximum (like the single Fan Mate 2) and hence my question.

Maybe that's the exception rather than the rule - it would be good if that's the case as it's one less thing to consider :)
