Fan speed : higher the better? Noise concerns

Hi, I have an EK AIO 360 and I really like but the Vardar fans are really loud above 60c. I was used to run my CPU fans at high speed around 60 to 65c, for CPU temps for sure but also exhaust of the case in general. Is it worth it or not? I would really enjoy some more silence but my tests are not really helping.

I have
3X140 Arctic intake on the front
1x140 Arctic exhaust on the back
3xVardar RGB evo on the AIO on exhaust

My cpu is a 9900k but i'm switching to Ryzen 5900x soon and I have a 3090 RTX.

Temps of the cpu are around 55 to 65 depending on games, RTX 3090 is around 60 to 65 / 75 to 85c memory.

I would like to know which speed you'd use for best airflow and if Higher is always better or not?
 
That question is very much open to opinion and cooling in general has tons of variables.

I note you have more exhaust then intake, you will create negative pressure in your case which will encourage dust.

In answer to your question, you can adjust the fan speeds to the temperature ranges, but it'll always be a trade off between heat and noise.
 
What case?

Might be best to post a picture of your case, would help to visualize airflow and offer alternative suggestions.

Where is the AIO positioned (top?). If so the rear exhaust could be counterproductive, as it's going to pull some air away from the AIO

If there is sufficient room push/pull on the AIO might give you similar temperatures whilst allowing you to turn down the fan speeds slightly
