Fan speed never changes?

I started getting green/red dots over the past few weeks and it was only till yesterday when I took my headset off did I notice something strange. My 9800gx2 fan was not noisey. I loading rivatuner to see what speed the fan was running at. It constantly runs at 45% regardless of heavy gfx games like far cry/crysis. And funnily enough this is when I get the lovely little green pixels popping all over the place.

My question is.....how can I get it so the card fan runs automatically without having to rely on rivatuner etc?

rivatuner has a built in auto fan speed
