I've got an Antec 300 and I've noticed the top 140mm Tricool fan slows right down, sometimes to the point you can see the blades rotating and you can stop them with very little pressure.
It's always set to the lowest setting that the Tricool's have, but increasing it to medium or high will get the blades spinning again, then dropping it back down to low keeps them spinning at what they should do for a while.
Is the fan on it's way out?
