I have 4 120mm fans 2 on cpu heatsink, question is although they are designed to run 1000rpm can i increase it and if so would it be bad for fan

If they are designed to run at 1000rpm at 12 volts then you cannot increase the speed without using an external power source as the PC PSU give out 12v maximum, so you would need to find another way of powering them over 12v to get a higher rpm
And yes it probably would damage them. In the long run that is

Arcimbaldo has hit the nail on the head there. You would need to find a way to increase the voltage to the fan, which if you wanted to use the PSU connectors would mean the next step would be to 15.3v.

Now, I am going to say this once. If you do attempt to hot wire your PSU to join the 12v and 3.3v lines to one source, all you will accomplish is to destroy your pc.

Why not just spend £3 on eBay and get a 1200rpm fan....
