Fan speed reduction cable question?

hi all,

i have recently upgraded all the fans in my case to 120mm led akasa fans and they are pretty loud, i have a fan control that limits the voltage to 7v but still they are loud, if i bought the akasa fan speed reduction cable would that then restrict the voltage to 5v if using it in conjunction with my fan controler at the lowest setting

Are they 3 pin fans or on 4 pin molexes?
