Fan speed (RPM) a little random

To cut a long story short.

I have had to put an old Radeon HD 4890 back into my PC while my new GPU goes back to the company, but ive noticed some rather strange Fan speeds.
This isnt normal surely #?

Yesterday when playing games, the Temp Rose to 69-70 degrees but fan speed (%) stayed constant at what it is now.
