Fan Speed

I have a 120mm Akasa fan as an exhaust on my case and it seems to be spinning at about 1100 RPM. It is rated at 2000, so it's probably only shifting about half the air it could be, how can I force it to spin at full speed?
 
I take it that it's plugged into your mobo? In this case it would be temperature controlled by the mobo and won't be at full speed the whole time. To get it to full speed you would need to plug it into the PSU using a 3pin-4pin adapter which should have come with the fan. This would keep it at constant full speed.
