fan speed

is there any softwear that i can turn up the rpm or turn down the rpm of the fan? as its connected to the mobo also i got a 240rad with the fans sucking air through the rad is that the best way or is it better to have the fans blowing air into the rad?

as long as the fans are plugged into the chasis fans 3pin headers on the board speedfan should control them
