Fan Speed?

Is it normal for a p4 prescott's cpu fan to spin at 600rpm, I mean I know they run hot (58c) but surely it should be more like 1500 to 2000 rpm.
The pc hasn't been touched since purchace, recently added graphics and ram and did some tests to my amazement you can amost see the blades its that slow, cant be shifting hardly any heat?

i would suggest removing the fan from the heatsink and try cleaning it out with a can of air. Pay particular attention to the bearing
If you have not purposley set the fan to run this low it could suggest that there is dust preventing it from running at full speed.

Only Option was the Smart fan, I turned it off temps went from 60c to 44c but the fan went up to 4500RPM sounds like a Jet taking off. :/
