Do these types of cables reduce the amount of voltage fed to your fan? If you split a 12v output into do you end up getting 6v to each fan?

No because they run the fans in parallel. All cables drop some voltage over their length and have an associated power loss according to how much current they are delivering but this is less than 0.1V for most computer cables.
 
fan splitter cables run in parallel, so both fans will receive 12V, but the number of amps required from the motherboard or molex connection will be doubled.

this is never a problem with molex connectors, but sometimes can be if you are powering lots of fans from a single motherboard header. it shouldnt be a problem for just two fans unless they are the famously power hungry ones made by delta
