It's been a while since I've played with fans but normally there's a sticker/cover on the back of the hub peel/pop that off and there's a split ring keeping the blades attached to the main assembly.
Pop that off and then the blades should just come away.
Some fans allow removal of the blades without messing about with split rings, rubber grommets and what not. Some fans are sealed without a means to access the spindle.
If you can avoid removing the blades as the unit may be sealed with grease/oil and mucking about with it might upset the lubrication.
As already said above, I'd be careful about messing around with them. You'll rarely make things better.
You'll need to peel the sticker off and see if there's a retaining screw and be prepared to use proper silicon based lubricant after cleaning (which you'll need to do as you'll have opened the internals to dust etc)
