Fans on but no POST

Hi people, I am looking at a friend's pc, which is not working.
When I got it from him he said sometimes when switching on it said "FDC Failure"
He also complained of it crashing a lot, getting BSOD saying something about BIOS he tells me. When it did work it was very slow to open programs in windows.
These are all the details he gave me.
It is an Athlon XP (unsure of model)
PC Chips M848A m/b
120 gb Seagate h/d
Nvidia FX5200 graphics
512mb pc2100 ram
1 cd rom, 1 floppy
300 Watt Mercury psu

I have turned it on and the fans and h/d spin up, inc cpu fan, but no output to the screen. No beeps either.
I have tested the ram and psu in another pc, can't test gfx as Idon't have another with same slot. I put the h/d in another machine and tried to boot, but all I got was the usual "safe mode", "last know...." etc, and all options didn't work. When I boot the test pc on it's own drive, I can read the files on the h/d.
I am down to thinking cpu or m/b.
The only thing of note to me is there are two transistors positioned 1/3 way down ddr slot 3, one gets really hot that you can't hold your finger on it and the other remains cool. If this is of any help.

Can anyone offer advice here to what to look for next?

i've had a similar issue building a new pc recently and that tunred out to be the memory ... but you've tested that.

have you another cpu to try in that board?
 
I'm going to "borrow" one from my sister's pc- Athlon XP2700, I removed the cooler and this board has a Athlon XP3000 "Barton"

Any other ideas?
 
Tested the cpu and it works fine in another m/b, but the loan cpu does not work in the "faulty" system. Think it's the m/b, at least it means I get to do another C2D build!!!

It's another crappy pc chips motherboard.
i have had the same thing on my old athlon xp system and before that a p3
old pc chips motherboards are cheaply made.
