Fans spin then stop

Got a small problem with rig.

Computer shut down for no reason and wouldnt restart. Only thing that happened when i powered on was a millisecond flash on the case fans leds. So thought the motherboard may have died so changed it for a working one.

With that one the fans all spin when powered on but only for about 1 second then they go off. I then changed the cpu to my spare single core opty and it started up fine so i pressumed it was the cpu that had died also. I tested the broken board with the opty 146 and got the same result as with the opty 165...split second power surge.

I was then overclocking the single core opty and as i upped the voltage using smartspeed in windows it shut down on me. Then when i tried to start it the fans spun but only for a second same as with the "dead" opty 165. Came back to it an our later or so (after kicking myself for pushing the opty 146 to far and killing it) and it started fine. So that got me thinking is the opty 165 really dead or am i missing something?

I have also tried different power supplys both known to be working and of decent quality (500w enermax). I have also tried old video card as well all with the same result.

Bios was flashed to the latest official DFI one from their website.

What could be the cause of the fans spinning for just a second?
