Something like an 800rpm noctua would probably be best but i don't know if it would do 200rpm. Some fans can't even start spinning at around 5 volts! HERE

Vantec do some good fan controllers as do sunbeam but after a quick search OCUK don't seem to stock them.

Zalman do THIS which might be ok! :)

thanks guys those 800rpm ones look good. not looking for a chunky controller like that, just something with a variable resister in it so I can control the speed precisely and something small and hidden.

we'll no I don't need to be able to select it, I need it to set to a very low voltage, 5v max. Maybe below if the fan will spin up. But what I do want is that one controller to control all 4 fans. 3 Rad 1 on res. I don't need a large amount of air movement just a little.

generally it will be a 15 volt controller with some sort of veritable resistor or series of resistor to change it down to 10 and 5volts. Some are true veritable resistor so you can have any value between 0-15volts.
 
AcidHell2 - you can hardwire the fans to run at 5v constantly if you need them too! If you search on google you'll find what you need. There are even 7v mods. It's a simple case of removing molex pins and swapping them.

Just take your time and double check everything and you should be ok!

ebay does a small fan controler also there is one on there that will control from an unused blanking plate for up2 4 fans

So do all fans run @ 12V?
 
As standard, and as far as i'm aware, yes they run at 12v. Unless, of course, they have an inbuilt resistor or switch, or are plugged into a fan controller or mobo header that supports fan speed control.

change of plan, not water cooling now, just want to get my comp as quite as possible.

is the Noctua S12 still the one to go for?
or is there something quieter now?

Also whats a quite 939 cooler?
 
IMO the best quiet cooler is the Thermalright HR-01. With the addition of an optional fan duct (also made by Thermalright) the cooler is actively cooled by one of your case fans.

Makes it very quiet indeed as you don't add another fan to the case only use one that is already there.

They've not been reviewed in detail yet but check out the scythe "sip-stream" fans. One of them has a default 500RPM.

Best airflow/noise fans that are available on the UK market now are Yate Loons (if you get a good one), Nexus real-silent case fan, noiseblocker xl-1, sharkoon silent eagle 1000 [my choice of these for ratio but doesn't undervolt well], scythe s-flex, globalwin NCB (Hard to get and an SPCR review had a bad one), and the noctua (lower pressure when mounted to a sink by popular report on forums).

If money is no object try the MCubed T-Balence contoller. Otherwise I think zalman do a fan-mate product but I don't know a lot about it.
