What do you mean better? For what use? What do you want from a fan?

Not possible to answer a question if you don't bother writing all of it down.
 
What particular use do you have in mind for any of the above fans ie, cpu cooler/water cooling radiator/case fans?
 
That remains a fraction of a question. Are these for case fans, are they going on a heatsink, what size will fit the available space? Quoted dB readings are best ignored as they are arbitrary and crudely correlate with noise.

Just buy the noctua P12s, pretty much whatever you have in mind they'll do very well at. Not cheap though.
 
If the usage is for case intake/exhaust id look at the noiseblockers or the scythe slipstreams. The scythe kaze's are overkill as case fans and the arctic's are pwm fans that are better suited as cpu cooler fans.

As you haven't defined your concept of "quiet" I can't say which rpm would be appropriate. Nor have you stated a budget. Or what the intended airflow in the case is. You just haven't told us enough to pick the best fan for you.

This is the standard answer for people who want very good fans but don't really know what they're looking for. This is a better option if you're very sure that you'll never put it on a heatsink.

They're expensive, but they'll do what you want. I can't say if you'll be happy with cheaper fans without you saying more.

Quoted dB readings don't mean anything. Ignore them unless they come with a description of test methodology and a distance at which they were measured at.
