fast latency or fast clock?

Right them boys and girls. Yes, I’m a complete newbie on this.
I’m making a new i7 for CAD and animation.
Its Ram time and I need 12gb of the stuff.

I have found that the three main speed all come with different latencies- to name a few;
PC3-10666 (1333) Corsair XMS3 Classic, CAS 7-7-7-20, 1.65V
PC3-12800(1600), Corsair XMS3 Classic, CAS 7-7-7-20, 1.65V
PC3-16000(2000), CAS 8-9-8-24 Corsair DominatorGT, CAS 8-9-8-24, DHX, XMP, DF II, Connector,1.65V
My question is can a PC3-10666 ram with a good latency be better than a PC3-16000 with a slow one. Its expensicve to get fast clock fast latency.
What is the best scenario? I know faster speed and lower latencies.

I read somewhere for i7 anything more than 1600 mhz is overkill a low latency at 1600mhz thats what i did anyway i could be wrong.
