Fast startup though disabled fast startup...?

Hi everyone.
I am using dual boot Windows 10 & Ubuntu 18 on my Dell e7450 laptop.
Each system has own disk partition: 150GB Disk C for Windows, 100GB Disk D for Linux, 250GB Disk E for Files which I want to use from both Windows and Linux.
The problem is that Windows always has fast startup enabled, also when it is disabled. This cause other problem - Disk E is just read only for Linux.
Why Windows do so and how I can definitely disable fast startup?

Save this as a .reg file and run it:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power]
"HiberbootEnabled"=dword:00000000

Are you sure it is not going into Standy/Hibernate mode? If you just close the lid for example then it would go into sleep mode, totally different from Fast Startup.

Hello again and thank you for your help. I still have this problem.
So your solution do not work (look screenshot).
I tried to solve it manually with Registry editor and there is already zero, but I have still problem with read only disc for linux because of windows.
