Fast vs tight RAM

Would it be better to run the memory at or around clock speed and run with tigher timings. Or is it better to losen the timings and run higher speeds?

Also how far could you go either way. eg i've got C4 ram running at 800mhz, could i go to say C6 and run at 1200mhz?

I have micron D9 ram. Only reason i asked this is because i had a look at the DDR3 stuff earlier and noticed that the timings are very loose on this ram, ie C7+.

So running at something like 5-5-5-15 for example with a higher speed would be beneficial to overall performance compared to 4-4-4-12 at a lower speed.
