Fault Finding Fun

I'm building a PC for a friend who's having a bit of a rough time out of spare/second hand components. Yeah, that's never a good start!

Long story short, breadboarded it, no POST. Took out PSU so we've just got CPU, mobo and RAM- still no POST or POST beeps. Finally took the RAM out to check that it would scream at me as it normally should, still no beeps whatsoever.

So this brings it down to either the motherboard I've had lying around for a while, that may have been broken somewhere along the line but is still in warranty, or the CPU I bought from the bay that was "100% Working". I know which I expect to be true, but maybe there is a way to tell for sure?
