faulty cpu cooler damage to cpu ???

building a system for my son, got parts from MM started building to discover the stock cooler wasnt working is it likely to have caused any damage to the cpu powered up system 3 times for bout 5-10secs system wouldnt POST, bought new cpu cooler fan spins up then stops then spins back up and repeats this cycle nothing on monitor

cpu is intel G3258K
MB is gigabyte z97m-ds3h with latest bios

system built out of case with 1 stick of DDR3 using onboard graphics

any ideas ??
 
I doubt any damage would occur due to built in thermal protection.

Furthermore, pre POST the CPU load would be minimal hence temperatures would not reach critical levels, even with non-functional cooling.
