Faulty hardware?

Hello guys after being out of the enthusiast side of computing I decided to get back into it. Ive purchased a second hand system (60 day warranty) and I can't get any signal to the only two TVs I have to try. When the PC arrived the CPU fan was not held onto the heatsink and the fan was not plugged in making me think it's been cowboy built. After sorting that out and giving it a good check over it seems to be okay then I ran into an immediate problem of no signal to TV. I've tried DVI to VGA from the card to the TV and I've tried HDMI. Any ideas, I'd appreciate any help. Thanks.

Mobo: Gigabyte 990 fxr-ud5

CPU: AMD FX 9370

RAM: 8GB DDR3 (haven't checked manufacturer or speed)

GPU: Asus R9 380 strixs 4GB

PSU: ******** power station 1000watt

HDDs: 128gb Kingston SSD (primary)
750GB WD

Any more info needed please let me know, thanks.
 
Everything's connected u stem fans and cpu fans are running, hard drives seem okay. Ram is lighting up. GPU is showing white LED so that's fine. When I press the power button it doesn't immediately shut down so that tells me it's booting fine
 
I've emailed the seller and they won't reply other buyer have also had the same problem. I'll try what you've stated when I finish work, Ive also got a new monitor to try. The CPU fan was not even attached so I had to do that and plug it in. I wonder what other problems this system is hiding. I'll try to sort it later on. Thanks
 
Okay tried the card in all slots, nothing even with a brand new monitor, I'm going to buy a new card to try out. Also the RAM was in slots 4 and 2 so I've changed that to 1 and 2.

Just put a brand new Geforce GT730 in and still no signal really feel like going mad

Well after much potching it's now working, the processor wasn't in properly, I stand by my statement of cowboys built it or rough delivery. I can now return my geforce and use the R9 380. Thanks guys
