Faulty psu killing gpu?

Can a faulty psu cause a graphics card to fail? I.e. only 1 of 2 fans working on the card and artifacting/pixelated lines on screen?

Someone sold me a 2nd hand card, when I installed it this is what I got, he told me it was my psu failing that caused this?

What's the wattage of the PSU and what's the card?

It sounds a bit unlikely to me - especially with only 1 of 2 fans turning (fans consume relatively little power). Usually a failing or under-wattage PSU manifests as reboots, difficulty on cold booting, sometimes hard lock ups. Artifacts and faulty fans sound much more like a faulty or damaged graphics card.
 
What's the exact model of the PSU?

Sounds unlikely regardless, especially given the issues you're reporting. Did you buy the card on ebay or something? There's a chance you've been sold a dodgy card and the seller is trying to fob you off rather than refund.

When buying a second hand GPU always make sure it's from a highly rated seller, or at worst pick the card up in person and request to see it in use prior to purchase.

Out of interest, what GPU did it replace, and does that GPU still work?
 
Yep, was on an auction site at a bay.

Seller claimed it was working ok when he removed it, he's refunded me so no worries there. Seller had good feedback. To be honest I don't think he was up to no good, it may have been working when he removed it, but it certainly wasn't when I fitted it, I've done a few builds and replaced lots of cards in others, I did everything 'by the book' as it were.

One thing that did make me a little suspicious was the price, I put in a cheeky low offer, half of what they were selling for on average, and he accepted.

PSU is a super flower 550w 80+ bronze and the card was an MSI 7950 twin frozer.
 
Glad to hear you got it sorted.

The 7950's were fantastic cards (had one myself), but given how old they are now the majority have been well used and abused, some will even have been miners.
