Faulty PSU?

I was just watching a tv show on my PC, and it suddenly turned off, and wouldn't turn back on for about 1minute. I'm thinking the PSU might be dying. It's a Corsair TX 650w that I bought in 2009.

I've had a look on the internet about testing PSU's, and downloaded and ran a program called OCCT. The -12v Rail is showing as -6.91v. does this look like the PSU is failing?
 
Software can be unreliable in showing voltage.
You never know exactly where its measured and if software can interpret reading correctly.
And I don't even know if -12V is connected to anything in modern PCs so there's even less reason to trust software for measuring it.

Though PSU being on its way out can't be excluded.
What's the full part list of PC?
