Faulty????

Hey guys. Wonder if you can help me out here. I have just started to build a new PC for my bro. Got the whole thing set up and when I came to power on the fans start but nothing else happens. Then I try to turn the thing off to find that it will only turn off if i switch the plug socket off a the wall. Only the CPU and mobo are new because all the other parts have been taken from his old system. The mobo is a BFG RNF4U nForce4 Ultra and the cpu is an amd64 3700 san diego. I'm thinking it must be a motherboard problem as all the old parts work perfectly. Any suggestions??
 
Might sound obvious - but have you definitely got the front panel headers connected up correctly as it should turn off if you hold the power button in for 2 seconds, no matter what.

Also - I once got the same effect by leaving the CMOS reset jumper in the reset setting while booting up.

Have you tested the CPU in another board? It could also be that. Do you definitely know that your CPU is supported by the BIOS as sometimes CPU's are only supported after a BIOS upgrade so you have to have an old-style chip to flash the BIOS with after which the newer chip will work fine.

Finally - is the CPU fan running? Some motherboards won't boot if the CPU fan isn't running.
