Fax problem

I installed a new switch at one of our offices last weekend. Whilst putting the new switch in I took the opportunity to replace the mass of spaghetti that the previous tech had put in and replaced it with shorter patch cables. I tested all the phone and data sockets around the building and everything was fine, apart from the fax machine which I am told was working prior to this. Currently there is no dial tone at the fax machine.
I dont have a lot of experience in terms of PBX configuration, but it is my understanding that the fax machine has never needed to dial an outside line before dialling and as such I have assumed the associated port at the patch panel backs straight onto an analogue line? I have tested the port at the patch panel by plugging a handset in and get a dial tone. I am also able to dial out without dialling an outside line without any problems. I have plugged the fax machine in directly to the patch panel to rule out any internal cabling faults and still can't get a dial tone. I have also tried another fax machine, but still no dial tone.

I am due to go back in this weekend to have another go at this and wondered if anyone has had similar experiences.
BT want £250 to diagnose the fault, but I am convinced I am missing something staring me in the face! :)

Any help would be very much appreciated.
