FEAR 2 will not install over steam?

I bought fear 2 brand new from GAME. Ive tried to install the game but it say my product code is already in use?

raise a ticket with Steam - although they may ask you to raise a ticket with Monolith/Warner.

How do i do this ticket thing? it says i need to take a picture of my code and credit note. im just tempted to take it back and get replacement.
