Few questions about task view and virtual desktop

I Have a couple of questions about task view and multiple desktops.

Is it possible for the desktops to remain after shut down/restart?

If so is it possible to have specific programs open in each desktop on Start? E.g. outlook opens in desktop 2.

Is it possible to have different desktop backgrounds for each desktop. For example, I am working in a school and it would be useful to have the periodic table as a desktop background, but I wouldn’t want it to be my only desktop background!

have not used it myself but you might try below
VDesk for Windows 10: launch programs on virtual desktops
it is under gnu license - but nonetheless for commercial environments (education too?) would normally have to have any installs sanctioned by IT department - which may preclude it.
personally re-boot infrequently and just put computer to sleep so it retains window assignment.
