I'm also fairly certain we'll have to wait a lot longer than 6 months for an EU release, as stated previously XII was pretty much a two year wait.

Firstly because Microsofts deal with them is that they will release the PS3 and 360 version simultaneously outside of Japan
I don't think it was even originally going to happen, It was mainly rumours and big sites latching on to rumours and publishing as they do.

Final Fantasy XIII producer Yoshinori Kitase says that this time around, the process has been streamlined.
“For example we have already started recording English voices, and also the text localisation has been in progress, too," he said. "Normally we complete the Japanese version first, then move on to the US and EU versions, but this time there are some tasks that are happening simultaneously. So this time we're hoping to release sooner than a year later than the Japanese release.”
Another interesting point of significance in this 1UP article is the information that the 360 port is being handled by a separate team, meaning translation/localisation and porting can occur simultaneously with no delay. Given the fact that Final Fantasy XIII is being developed using Square Enix’s ‘Crystal Tools’ technology (a multi platform engine) the porting process will be handled relatively easily.
Last i read this plan had been ditched.
