Files not being "deleted" until I reboot

I reinstalled a while ago (Vista x64 SP2) and copied all of my videos from my old drive onto the new partition I created during the install.

This is all fine, however when I try and delete files from this folder - which are MPEGs of around 1-2gb it doesn't always work.

If I do a normal delete and send them to the recycle bin then clear them from the recycle bin I don't get the free space back until I reboot.

If I do a shift-delete I can still see the file but can't access it (because presumably it has been deleted). I also can't delete its parent folder but again when I reboot the free space comes back.

I rebooted last night and gained 70GB of files I'd deleted over the weekend. I've ran a chkdsk /r which found no problems, and have tried resetting all permissions with XCACLS incase it was something to do with my old install permissions.

I did have this problem once before on an older format, and never worked out what the problem was; it seemed to clear itsself up.

Any ideas? It's rather annoying :o.
 
How much of a performance decrease would I be likely to expect form doing this? The partition is a partition of my main drive so speed is fairly critical :).
