Filing Down 1MM thick steel

I need to clean up the edges of some steel that I jigsawed a rectangle out of, need to shave off about 2mm as you can see by the pencil lines in the picture..

If anyone has any experience in this, what would be the best tools to use, so far getting no luck with sand paper/file, not really shaving off any of the metal, I don't have a dremel, but could get one as it would come in handy in the future, but would need to know what bits would be needed to do the job.

Much as I REALL REALLY Want to say DREMEL .. what you need is a vice / clamp and a decent file (slightly rough)

and then sand it afterwards...

I feel so deflated, like I'm cheating on my fave power tool

When filing try not to go back and forth like a mad man, you'll just make a lot of noise and potentially file where you don't want to. Go steady and only file on the away stroke, take some pride in the work :)
 
A ******* grade file would be ideal, you're going to need a vice or some clamps and a solid table though :)

And some elbow grease. Looks like you want to remove a fair bit of material there.

A sideways motion with said ******* or coarse file will take a little longer but will prevent excess noise and prevent buckling of the material.

Or get a dremel, they often come with kits of useful tools and I'm sure one of them would help you out here.
