Filter advice please

I have been trying to get the smooth effect in water and its keeps saying subject is to bright. The article I am reading says I will need a filter to combat this. Could you advise me please on which one would be suitable for my Nikon D3100.

As for which one. Well the darker the ND filter the more light gets blocked and the longer your exposure can be.

They come in different diameters and the filter size you need is dependant on which lens you have. Normally lenses have their filter size printed on the end of the lens with a symbol like this ø alongside it, so it could look like ø77mm or ø58mm.
