Finding out what's using my external

Hi,

I like to turn off my external by using the safely remove hardware tool before I take it's power just in case it's copying something (don't want to go corrupting files).

Anyway, sometimes this Windows safely remove hardware thingy says it's still in use yet I cannot find any program that is using it.

Are there any tools that will tell me what's using the hard drive please?

I remember having some software a while back that basically told you everything about everything that was going on in your PC - maybe this'll do the trick?
