Firewall not starting automatically on win 7

At some point over the last couple of weeks, my win 7 pc has developed a problem. The firewall does not turn on during startup. I can go to the control panel and turn it on manually fine, it's just not starting on bootup.

I've tried following the steps on this website, but the Windows Firewall Service, Remote Procedure Call Service and Base Filtering Engine Service are all set to 'automatic' in the startup field.

I booted into safe mode and I ran up to date versions of MSE, Malware Antibytes and Spybot S+D, the results of which were all fine.

The only changes I can think of that I've done over the last few weeks are that I installed Visual Studio 2010 and a bunch of related windows updates, mostly to do with the .NET framework iirc. I also had a virus that seemed to be cleaned up fine by MSE a couple of weeks back. Unfortunately I don't know when this problem first started so I'm not sure if either of these are at fault.

Any ideas as to what else I can try?

Try running the system file checker. Open an Admin command prompt and type sfc /scannow then run it.

edit: seen this is mentioned in the guide you linked. Have you tried it?

Yes I did try it actually, completely forgot to mention that in my post. It seems to run but the command prompt window closes before I can read it. Presumably because it has finished. Is there an extra parameter I can include which forces it to stay visible?

I see the same happen when I run gpresult -z.

What am I looking for in the output? That website doesn't seem to explain anything about the output, just how to run it.
