Yeah that PSU is fine, Antec is a reliable PSU brand. Toms Hardware is very unhelpful in my opinion too.
 
I've seen a few separate listing (motherboard; CPU; GPU) on a popular auction website that advertise as being "brand new" but "opened to test they work".

This sounds dodgy to me...anyone know what this is about?

EDIT: I think I'll avoid and stick to "brand new and I've never broken the seal and tampered with the contents" items
