looking to build my first windows desktop in 4 years, so a bit out of touch with todays hardware. its for software dev, gaming and general use.

was thinking of the spec below as i had always had good results with gigabyte and found systems more stable if i had the motherboard ram and graphics card by the same manufacturer

4k monitor
i7 4 cores
gigabyte 16gb ram
gigabyte mother board
gigabyte gtx 1070 (or thereabouts)

any advice on specific components / how to finish the build at best price point?
 
It depends on your budget and how serious you are on software development side or your current compile time or build enviroment. So post more info if you can.

Have a look at Ryzen. You can get a 6 core R5 1600 or 8 core R7 1700 for less than the price of an i7. Seeing as you want to game at 4K then performance will be very similar.

And as mentioned above you really want a 1080 ti for that resolution. You might get away with a GTX 1070 but you would need to drop a lot of settings depending on the game.
