GPU, swap for a GTX460 or HD6870
Case fans + thermal compound
Cooler, swap for Gelid tranquillo
Mouse, swap for the Logitech MX518
PSU, could be downdgraded to 650w, if prices are decent.

Yes.

Everything is there to build it, you just need a screwdriver and some time.

Just add a monitor and speakers which i assume you have got.
