First HTPC/File Server

I wanted to venture into the world of small form factor, and have always fancied having a file server for storage and backups. I came up with the idea of having a HTPC setup in the lounge with a 2TB hard drive which would serve to stream media to the TV and also store files.

Specs are:
AMD Kabini Athlon 5350
8GB DDR3
MSI AM1i Motherboard
2TB Hitachi Deskstar 7200rpm

However I'm having several issues. First of all, the low humming from the hard disk is a little bit louder than I had hoped. Also, I'm currently running Windows 7 on it but having issues with sharing folders over the network and the Homegroup feature doesn't seem to help this.

I still want a file server, and I want a HTPC that has something like Kodi installed that can stream tv shows and films from the net and over the network. Is there a way of doing this with my current all-in-one setup? Or would I be better effectively splitting the unit and having a separate HTPC and file server? The noise isn't too bad once the TV is on.

Also, which software is recommended for both? I imagine Windows 7 is still fine for the HTPC for Kodi and other services.
