First Radeon card in forever but a million problems?

Glad you got it working. You should try the older PSU and see does it still work. You could return the new one if it does and save a bit of cash. I ran my Vega 64 on a 650Watt PSU and it was fine.
 
Flash the 56 to 64 bios, go in and overclock the hbm to 1100+ and cores to 1600mhz at least.
I ended up at 1635/1100 when i had my 56 but then i killed it (nowt to do with the oc), it showed up well against the 1080 at that point.

you dont happen to use/have easytune do you? i recall some old issues with this program causing these type of BSOD. might be worth checking.
 
You're probably not going to like this suggestion but it would be an idea to temporarily undo your CPU/RAM overclocks and see if it still BSODs, just to remove that possibility.
 
I have had this error before as well, it went away after a round of the many updates 10 likes doing.
Suspect its the usual OS/driver interaction being crap as usual.

Edited to say i really dont think you have a faulty card. But of course knock back the OC's to stock just incase. Still think it will take care of itself once updates go on.
Removing any overclocking SW is also a good idea, i have had issues with my 1080ti after leaving some old rubbish on the pc i used prior to it being fitted.
 
Take a good look at undervolting and run the card at stock. The card boost will be higher and sustainable and the card will produce less heat then too. Also read up on using iChill for gaming. It's a superb tool.
