This seems ridiculous as someone is going to have to keep an eye on it and make sure it doesn't fall over, and so will be one less person watching for the enemy. Plus it can't stop moving otherwise it will fall over, so stealth is out the window.

They're talking about taking things like ammo, water etc. off pouches attached to soldier's body armour, and putting it on something like this, not taking the body armour off the soldiers.
