I am using the stock cooler that came with my processor, should I clean the current thermal paste off before applying new paste? If so how ?

Looking for as silent I can get for around £40

Using an AM3 AMD duel core on a AM2+ MB

Yeah, you need to remove it. Bit of isopropanol + kitchen roll works (or a lint free cloth is better)

You can use the alcohol wipes you can buy at chemists too. Pretty much the same thing as above.

I got a bottle of Acetone from a Chemist and use it along with a glasses cleaning cloth. It work's perfectly and cost's only a couple of quid compared to some of the fancy thermal paste CPU cleaners at £6+.

Yeah make sure you clean it thoroughly before doing anything else with it. If you apply the new thermal paste over the top of the old, it will defeat the object and your temps will probably end up higher than before!!
