Depends on the offence. Some are recordable crimes. Public order, theft, criminal damage etc. Some are not.
They're not recorded on PNC as a conviction though, if that's what you meant.
A Fixed Penalty Notice (FPN) isn't recorded as a crime, they're issued for road traffic and parking matters
A PND (Penalty Notice for Disorder) however is sometimes recorded as a crime dependent on what the offence is.
I am aware of a case where a person was given a fixed penalty notice after a false rape allegation.

I suspect he means the person who made the false allegation was served with the notice, not the person who was wrongly accused.
