Fixing a dull sky

Does anyone know any good sites which show you how to fix a dull sky?

I can only find one but it relates to an old version of photoshop

Does it still not apply though even if it is using and old version of PS? One technique you might want to google for is 'exposure blending' also have a look for 'hdr'.
