Fjallraven Jackets?

I have one. They are water-resistant but not waterproof- I found that out in a seriously heavy downpour wearing mine. You can buy wax for them to make them more water-resistant but it's a bit of a faff to apply. They are also very lightweight so for real warmth you need a fleece or something underneath.

I would look at maybe a gore-tex North Face or Berghaus perhaps? Or even a Barbour in the style of the Fjallraven ones for warmth and waterproofing (but a funny waxy smell!)
 
North Face do the Ice Jacket and McMurdo Parka at a similar price which are seriously warm coats that look similar to those. Well worth a look because they are toastie warm. The only issue you'll have is if you want a small because they are like rocking horse poo in the shops.
 
i'd bet you a tenner that proper Bundeswehr parkas are just as warm at a fraction of the cost.
