Flash problems with XP and IE8

A friend of mine has Atom notepad with XP and IE8 installed and there appears to be a problem with certian website using flash player.

I've tried uninstalling and re-installing the latest version but with no joy. I've noticed there is no add-on listed in the "Add-ons" list.

I've tried following this guide

Anyone else had a similar problem?
