Flashing Amber Power Light on DELL 5150 PLEASE HELP

I have a dell 5150 which my friend gave me and it has a flashing amber light and wont turn on.

I connected 24pin and 4 pin connectors to the PSU tester and I noticed on the 24 pin the -5 didnt light and was wondering if anyone can tell me what this means.

Is it the power pack thats duff?? Or the motherboard, I'm suspecting power pack as I got it working yesterday

I'M guessing that LED off means there's a problem with that voltage. Use a multimeter and probe the -5v wire and see what it's reporting. Not sure what a PC needs with negative 5v but I'm guessing it must be slightly important as all PSUs have it and clearly your system won't pass it's good power test.
 
Hmm I retract my statement as it seems newer PSUs don't even include a -5v rail any longer.

Still it's a bit misleading for the PSU tester not to highlight the removed requirement for the -5v rail and that it won't need to light in some cases.

Of course on this Dell 5150 it may be required by the motherboard and your PSU doesn't have it. The Dell 5150 is pretty old now isn't it?
 
From the sounds of it, it could be the Dell's inbuilt surge-protection.

If I remember rightly, you need to take the side panel off and unplug the 24-pin power cable from the motherboard, then press the power button on the front for a second or two to discharge any residual charge in the circuits.

Plug the power back into the mobo and fire up as normal. Happened to me a couple of times with my Dell machine.

Blinking amber

Solid green and a beep code during POST
A problem was detected while the BIOS was executing.

The monitor or the graphics card may be faulty or incorrectly installed.
